The Rwanda National Police Agency (RIB) has arrested Maj Gen (Rtd) Richard Rutatina, after an investigation into the crimes of ordering his staff to beat up a person who had spent the night in his house.
The victim had gone to visit a worker who works at the Rutatina farm located in Kayonza District, Murundi Sector.
The crime he is accused of was committed on November 27, 2024. It is alleged that the man was beaten by workers working in the Rutatina pasture on his orders.
Information from the hospital where the person was treated says that he is gradually recovering.
The case against Rutatina and his ten employees is to be submitted to the Prosecution this Friday.
Maj Gen (Rtd) Richard Rutatina retired in 2016. He was previously the Head of the Rwandan Armed Forces Intelligence Service, J2.
